Easily Avoid Costly OSHA Fines

The Occupational Safety and Health Administration (OSHA) just released its annual report on the Top 10 Most Frequently Cited Standards for 2024. The number 2 most frequently citied violation was a lack of Global Harmonization System (GHS)/Hazard Communication (HAZCOM) training. This is the fourth year in a row that GHS/HAZCOM has been in the number two position and this citied violation has been in the top ten list for the past 10 years.


In 1983, OSHA issued the Hazard Communication Standard (29 CFR 1910.1200) to protect workers from exposure to the hazards of all chemicals in their workplace. The standard, commonly called the HAZCOM standard, or HCS, codified the use of material safety data sheets (MSDSs) and the labeling of chemical containers. The HAZCOM standard was updated in 1994 to align with the Globally Harmonized System of Classification and Labeling of Chemicals (GHS). The standard was updated again this year to align with the latest version of GHS.


This year, Hazard Communication (HAZCOM) accounted for 2,888 violations — down more than 300 from FY23’s 3,213 violations — though it remains in second place on the FY24 edition of OSHA’s list. The HAZCOM standard 1910.1200 provides comprehensive guidelines on hazard classification, establishing a HAZCOM program, proper labeling practices, worker training and the management of trade secrets. It also addresses Safety Data Sheets (SDSs), a mandatory component in any professional environment where chemicals are used, produced or imported. SDSs offer detailed information on chemicals, including their hazards, first-aid measures and guidelines for storage and transportation. The HAZCOM standard mandates that SDSs are available for every chemical in use and be accessible in English, comprised of 16 specified sections. To remain in OSHA compliance, chemical manufacturers need to update SDSs whenever chemicals change to prevent outdated data from creating potential safety risks.
